Pigmentation refers to how potent an eyeshadow is, you might hear people say, “good color pay off” which is the same thing. It basically means that an eyeshadow’s quality is good and the color show up great. An eyeshadow with poor pigmentation will come off more sheer and not true to color in the pan.
